What Is a COSHH Assessment?

A COSHH assessment (Control of Substances Hazardous to Health assessment) is a legal requirement under UK health and safety law. It is the process of identifying hazardous substances used or produced in the workplace, evaluating the risks of exposure to workers and others, and determining the control measures needed to prevent or adequately control that exposure.

Hazardous substances include chemicals, products containing chemicals, fumes, dusts, vapours, mists, gases, biological agents, and any substance with a Workplace Exposure Limit (WEL). Common examples include cleaning products, paints, adhesives, solvents, cement dust, welding fumes, wood dust, and pesticides. If a substance has a GHS hazard pictogram on its label, or a Safety Data Sheet (SDS), it almost certainly requires a COSHH assessment.

Why Is a COSHH Assessment a Legal Requirement?

The Control of Substances Hazardous to Health Regulations 2002 (COSHH) place clear duties on every employer. Under Regulation 6, an employer must not carry out work that is liable to expose employees to hazardous substances until a suitable and sufficient assessment of the risks has been made and the steps needed to meet the regulations have been identified.

COSHH requires employers to:

  • Assess the risks to health from hazardous substances used in or created by workplace activities (Regulation 6)
  • Prevent or adequately control exposure — prevention is always preferred; where not reasonably practicable, exposure must be controlled to as low as reasonably practicable (ALARP) (Regulation 7)
  • Provide and maintain control measures such as ventilation, enclosure, and safe systems of work (Regulation 8 & 9)
  • Monitor workplace exposure where required and keep records (Regulation 10)
  • Carry out health surveillance where employees are exposed to substances linked to identifiable diseases or adverse health effects (Regulation 11)
  • Provide information, instruction, and training about the hazards, risks, and control measures (Regulation 12)
  • Plan for accidents, incidents, and emergencies involving hazardous substances (Regulation 13)

These duties are reinforced by the Health and Safety at Work etc. Act 1974 and the Management of Health and Safety at Work Regulations 1999. Failure to comply can result in HSE enforcement action, improvement notices, prohibition notices, and criminal prosecution with unlimited fines.

The 8-Step COSHH Assessment Process

Step 1: Identify the Hazardous Substances
List every substance used, produced, or encountered in your workplace — including cleaning products, raw materials, process by-products (fumes, dusts, vapours), and biological agents. Step 2: Identify Who Might Be Exposed and How
Consider employees, contractors, visitors, and members of the public. Identify the routes of exposure — inhalation, skin absorption, ingestion, or injection — and any groups who may be particularly vulnerable, such as pregnant workers, young persons, or those with pre-existing conditions.

Step 3: Evaluate the Risks
Assess the likelihood and severity of harm taking into account the substance’s hazard classification, the amount used, duration and frequency of exposure, and existing control measures. Our generator uses a built-in COSHH risk matrix to automatically calculate risk ratings.

Step 4: Decide on Control Measures
Apply the hierarchy of controls: eliminate the substance, substitute with a less hazardous alternative, enclose the process, use local exhaust ventilation (LEV), implement safe systems of work, and provide personal protective equipment (PPE) as a last resort. Step 5: Monitor Exposure
Where required, arrange for workplace exposure monitoring to ensure control measures are working and that exposure remains below the relevant Workplace Exposure Limit (WEL) as listed in HSE document EH40.

Step 6: Arrange Health Surveillance
If employees are exposed to substances associated with identifiable diseases or adverse health effects — such as isocyanates, silica dust, lead, or certain solvents — arrange appropriate health surveillance and keep records for at least 40 years.

Step 7: Plan for Accidents and Emergencies
Prepare procedures for spills, leaks, accidental releases, and overexposure. Ensure first aid measures, emergency contacts, and spill response equipment are in place and that workers know what to do.

Step 8: Record, Review, and Update

What is a Workplace Exposure Limit (WEL)?

A Workplace Exposure Limit (WEL) is the maximum concentration of a hazardous substance in the air that a worker can be exposed to over a specified reference period — typically an 8-hour time-weighted average (TWA) or a 15-minute short-term exposure limit (STEL). WELs are published in HSE document EH40. Under COSHH, employers must ensure that exposure does not exceed the relevant WEL, and where no WEL exists, exposure must be controlled to as low as is reasonably practicable (ALARP).
