Risk Assessment Description:

This universal checklist assists responsible persons in confirming that fire extinguishers are regularly inspected, maintained and ready for immediate use, supporting compliance with the Regulatory Reform (Fire Safety) Order 2005 and the HSE general fire safety guidance. It is suitable for any workplace, including offices, factories, warehouses and retail premises.

Under the Fire Safety Order, the responsible person has a statutory duty to ensure that portable fire extinguishers are kept in efficient working order, are correctly positioned for the risks present, and are subject to a documented maintenance regime. Inspections must be carried out at least annually, with more frequent checks in high‑risk areas, and records of each inspection must be retained for a minimum of five years. The inspection must verify pressure, integrity of seals, type suitability, visual condition of the extinguishing agent, and that the inspection tag is legible and up to date.

Use this checklist for:

  • Routine pre‑use inspections of portable fire extinguishers.
  • Periodic maintenance checks required by the fire safety order.
  • Verification of correct placement, type and condition of extinguishers across the premises.

How to use: before starting an inspection, confirm that the inspector is trained, has the latest inspection schedule and the appropriate personal protective equipment. Follow each question in order, marking Yes, No or N/A. Record any non‑conformities, sign the record and arrange corrective action within the prescribed timeframe. Review the completed record monthly to identify trends and ensure remedial actions are closed.

Benefits of a systematic inspection programme include increased fire safety confidence, reduced risk of extinguisher failure during an emergency, clear evidence of legal compliance and easier audit preparation for insurers and regulators.

Fully editable and shareable — customise the questions to your site, download as a PDF and share with your team. Save your completed checklist and return to edit it anytime.

Compliant with: Regulatory Reform (Fire Safety) Order 2005, HSE fire safety guidance and any site‑specific fire risk assessment.

How often should safety checklists be completed?

It depends on the activity and your risk assessment — many checks are daily, weekly or monthly, while others are done before each task or shift. Completed, dated checklists provide a useful record of your monitoring.
