Toolbox Talk Description:

Mobile workers such as security patrols, maintenance crews and incident responders must maintain high situational awareness and plan safe routes before each shift. A systematic pre‑shift walk‑through helps identify hazards including moving traffic, uneven ground, low‑visibility zones, adverse weather, lone‑working environments and temporary obstructions. The Health and Safety at Work etc. Act 1974 and the Management of Health and Safety at Work Regulations 1999 require employers to assess and control these risks, while the Provision and Use of Work Equipment Regulations 1998 (PUWER) set duties for safe use of mobile equipment. Using high‑visibility clothing that complies with BS EN 471 and steel‑toe boots meeting BS EN ISO 20345 reduces exposure to vehicle‑related injury. Reliable two‑way radio or mobile‑phone communication with a control centre, regular signal checks and confirmation of exact location are essential to prevent loss of awareness. HSE guidance on traffic management, site rules, lone‑working and PUWER provides practical tools for route planning. Documented risk assessments, daily route‑check checklists and post‑shift debriefs ensure that new or changing hazards are captured and mitigated. Employers should also ensure that all workers receive regular training on hazard identification and emergency procedures related to mobile work. Regular reviews of incident reports and near‑misses support continuous improvement of route‑planning practices.
