Work at Height Regulations 2005 and HSE INDG455 require that any equipment used for working at height, including stepladders, is inspected before each use.

This universal pre‑use checklist applies to all workplaces – offices, sites, factories, warehouses, retail and care settings. Use this checklist to ensure the stepladder is safe for the intended task, verify compliance with legal requirements, and reduce the risk of falls and injuries.

Use this checklist for:

  • Ensuring the stepladder is suitable for the task
  • Verifying it is in safe condition
  • Confirming the user is competent and wearing appropriate PPE
  • Checking the work environment is free of hazards

Compliant with: Work at Height Regulations 2005 (Regulation 6) and HSE INDG455 – Working at Height. The checklist covers ten safety dimensions: planning/permits, people, environment, task, plant, substances, personal protective equipment (PPE), controls, emergency procedures and completion.
