This checklist supports the safe planning and execution of rally, stage and off‑road events, focusing on spectator control, vehicle operations, remote medical access and fuel management. It helps event organisers and on‑site crews identify and mitigate hazards, ensuring compliance with relevant legislation and industry standards.

Use this checklist for:

  • Ensuring spectator safety on stages and viewing areas
  • Managing off‑road vehicle operations and route security
  • Verifying remote medical access and emergency response readiness
  • Controlling fuel handling, storage and dispensing procedures

The checklist should be completed by the Event Safety Officer in consultation with the Motorsport UK liaison, venue manager and medical lead prior to the start of each event day. Each item must be answered Yes, No or N/A, with any “No” responses triggering immediate corrective action and documentation. Review the checklist after any incident or near‑miss to capture lessons learned and update risk assessments accordingly.

Compliance is demonstrated by retaining completed checklists on site and providing them to regulatory inspectors on request. The checklist aligns with the following statutory and industry frameworks: Motorsport UK and circuit safety standards, Health and Safety at Work etc. Act 1974, Management of Health and Safety at Work Regulations 1999, Work at Height Regulations 2005. Additional guidance on fuel safety and emergency response is drawn from HSE publications and the FIA International Sporting Code.
