This checklist supports duty managers and supervisors in verifying that the pool emergency action plan (EAP) is fully operational and complies with HSG179 Managing Health and Safety in Swimming Pools. It guides a systematic audit of emergency procedures, staff competence, equipment readiness and documentation to protect swimmers and staff during incidents.

Use this checklist for:

  • Assessing lifeguard staffing, shift rotations and training
  • Checking alarm system functionality, communication devices and signage
  • Verifying emergency drills, casualty handling and pool‑clearance procedures
  • Confirming first‑aid equipment provision, rescue tools and incident reporting

How to use: complete the audit on a scheduled basis, record Yes/No/N/A answers, note any non‑conformities and assign corrective actions. Review results with senior management to maintain readiness and demonstrate compliance.

The audit should be carried out at least quarterly, or after any major incident, with records retained for a minimum of three years in line with HSG179 and the Management of Health and Safety at Work Regulations. This demonstrates due‑diligence during HSE or insurance inspections.
