Risk Assessment Description:

Fully editable and shareable. This checklist assists cruise and ferry hospitality crews in ensuring safe embarkation of passengers via gangways, proper handling of baggage, and smooth crowd management.

It covers inspection of gangway stability, gap and slip hazards, manual handling practices for baggage, crowd control barriers, and coordination with tender vessels. The checklist also ensures that appropriate personal protective equipment is used, hazardous substances are kept clear of the embarkation area, and emergency lighting and evacuation procedures are in place.

Use this checklist for:

  • Verifying gangway secure attachment and anti‑slip measures
  • Assessing passenger flow, queue safety and crowd control
  • Checking safe manual handling of baggage and equipment
  • Ensuring tender vessel operations and emergency preparedness are compliant

Apply the checklist on‑site before each embarkation operation. Designated staff should complete each item, record responses, and address any identified issues before passengers board. Review the risk assessment for gangway use and confirm that all permits and approvals are valid.

Any identified non‑conformities must be logged, corrective actions assigned, and completed before the next embarkation. Serious hazards should be reported to the senior officer for immediate mitigation.

All completed checklists should be stored electronically for audit purposes, and any deviations must be reviewed by the health and safety officer to implement corrective actions promptly.

Compliant with: Manual Handling Operations Regulations 1992, Work at Height Regulations 2005, Health and Safety at Work etc. Act 1974.
