Risk Assessment Description:

Manual Traffic Direction and Marshalling Risk Assessment

This fully editable and shareable risk assessment identifies the hazards associated with personnel manually directing and marshalling vehicular traffic in public or private sites. It outlines the potential for vehicle collisions, slips, trips and falls, exposure to exhaust fumes, vehicle back‑over incidents, heat stress, manual handling of traffic signs, noise exposure, vehicle fire, public crowd aggression and adverse weather.

Specific, actionable controls are provided to mitigate these risks and the assessment follows relevant legislation including the Health and Safety at Work etc. Act 1974, the Road Traffic Regulation Act 1984, CDM Regulations 2015, COSHH 2002 and the Management of Health and Safety at Work Regulations 1999.

The methodology uses severity, likelihood and exposure factors to calculate risk scores, with controlled scores reflecting the effectiveness of the proposed measures. This document is intended for use by safety managers, site supervisors and traffic marshals to maintain a safe environment for both workers and road users, to support briefings, safe‑work planning and regulatory compliance.

The assessment also outlines emergency response actions, communication protocols, and the importance of regular monitoring and review of control effectiveness. It emphasizes the need for proper training of marshals, use of personal protective equipment, and coordination with traffic management authorities to ensure a safe and compliant operation.

Regular reviews and updates are conducted to ensure ongoing effectiveness of controls, and incident reporting mechanisms are in place to capture any near‑misses or accidents.

Use this template for:

  • Construction site traffic control
  • Event venue vehicle management
  • Road works and maintenance projects
  • Industrial plant vehicle ingress/egress
  • Any temporary traffic marshaling activities

Compliant with: Health and Safety at Work etc. Act 1974, Road Traffic Regulation Act 1984, CDM Regulations 2015, COSHH Regulations 2002, Management of Health and Safety at Work Regulations 1999.
